HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612-484-2177
FAX: 612-484-4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: Mayor and City Council
FROM: Dave Harris, Supt. of Public Works
DATE: February 28, 1990
RE: Utility Billing Program
The City of Little Canada is outgrowing its utility billing
software program. The program we have installed now is
Banyon's Basic Utility Billing (BUB). BUB will only hold
2,000 accounts in one billing group and only bills three
charges those being sewer, water and service charge. We
currently have 1,939 accounts and have to bill for sewer,
water, service charge and street lights.
The League of Minnesota Cities recommended two programs for
us to consider, Banyon's Advanced Utility Billing System
which has a total price of $3,222 and Quest Data Utility
Billing System which has a price of $1,795. We also
received a proposal from Utility Billing Specialist on
their program TAABS II which has a total price of $4,675.
Although Quest's price is low, Quest may not be able to
perform a data conversion from our existing program to
their program thereby bringing the cost of their system up
to that of Banyon's due to the time required for
transferring the information manually.
At this time, I recommend approval of Banyon's Advanced
Utility Billing System. They are locally based, we have
had good support from them in the past, they have
guaranteed that they can perform a data conversion, and
their program has many features which would be helpful to
the Utility Billing Department. Also, as you will see from
the attached survey, the cities in Ramsey County that are
our size have chosen Banyon's system for their utility
billing needs.
DH:kv
Enclosures
Pag''2
MAYOR
Michael Fahey
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
