3. To continue to qualify for the elderly housing <br />classification, the owner or agency shall annually file with <br />the City Clerk and the Zoning Administrator a certified copy <br />of a monthly resume of occupants of such a multiple <br />dwelling, listing the number of tenants by age and clearly <br />identifying and setting forth the relationship of all <br />occupants sixty (60) years of age or under to qualified <br />tenants, or to the building. <br />4. There is adequate off - street parking in compliance with <br />Section 903.050 of this Ordinance. <br />5. One (1) off - street loading space in compliance with Section <br />903.060 of this Ordinance. <br />6. Parking areas are screened and landscaped from view of <br />surrounding and abutting residential districts in compliance <br />with Section 903.020.G of this Ordinance. <br />7. The site of the principal use and its related parking is <br />served by an arterial or collector street. <br />8. All signing and informational or visual communication <br />devices shall be in compliance with Section 903.110 of this <br />Ordinance. <br />9. The principal use structure is in compliance with the <br />Minnesota State Building Code. <br />10. Elevator service is provided to each floor level. <br />11. Usable open space as defined in Section 902 of this <br />Ordinance at a minimum is equal to twenty (20) percent of <br />the gross lot area. <br />12. The site of the main entrance of the principal use is within <br />four hundred (400) feet of commercial shopping development <br />or adequate provision for access to such facilities is <br />provided. <br />13. The provisions of Section 921.010.0 of this Ordinance are <br />considered and satisfactorily met. <br />As noted in the opening paragraph, many of these issues are <br />beyond the scope of this review. From a broad land use <br />perspective, however, we believe the site is appropriate for <br />senior housing. Access to transit services is adequate here and <br />proximity to commercial services is high. This would include <br />grocery, convenience services, banking and drug store retailing, <br />as well as others. The site's utility as a commercial property <br />2 <br />Page 18 <br />
