MINUTES <br />CITY COUNCIL <br />JULY 10, 2013 <br />CONSENT <br />AGENDA <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -7 -123 — APPROVING THE CONSENT <br />AGENDA WHICH CONTAINED THE FOLLOWING: <br />*APPROVING THE VOUCHERS; <br />*APPROVING PARTIAL PAY ESTIMATE #1 TO FRATTALONE <br />COMPANIES FOR 2013 STREET & UTILITY IMPROVEMENTS AS <br />RECOMMENDED BY THE CITY ENGINEER; <br />*AUTHORIZING NUISANCE ABATEMENT FOR 3337 TWIN LAKE <br />ROAD AS RECOMMENDED BY THE CODE ENFORCEMENT <br />OFFICER; <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />LITTLE The City Administrator reviewed the City Engineer report dated July 5, <br />CANADA 2013 regarding the Little Canada Road Improvement Project and whether <br />ROAD or not to award or delay the project. The Administrator noted that bids <br />IMP. were opened on June 26th, and the low bid was submitted by FPI Paving. <br />UPDATE The Administrator reported that staff has concerns with awarding the bid <br />at this time due to the need to coordinate some details yet with Ramsey <br />County, the fact that had the project been out for bid earlier the result may <br />have been more bidders and possibly a lower bid price, more coordination <br />issues /impacts to St. John's School given the late start, and the fact that <br />sidewalk easements have not yet been obtained from the freeway to the St. <br />John's property. The Administrator indicated that the negatives in <br />delaying the project include the fact that the project has already been <br />delayed once, interest rates at currently at low levels and an increase next <br />year would impact assessments, and oil pricing and /or general <br />construction market changes could result in higher bids next year. <br />Another potential negative in delaying the project is that the MN PASS <br />project is scheduled to begin in 2014. Impacts of this construction are not <br />known given it is a design /build project. The Administrator noted that <br />both the County and St. John's Church have indicated their support for <br />whatever decision the City makes with regard to the timing of this project. <br />4 <br />
