MINUTES <br />CITY COUNCIL <br />JULY 10, 2013 <br />The Administrator noted that his primary concern with awarding the bid at <br />this time is with coordination issues with the school. <br />Chad Nelson, FPI Paving, reported that if the bid is awarded, they are <br />prepared to start the project within the next two weeks. Nelson indicated <br />that this project is a good fit for his company, which is local; he has the <br />manpower available, and has two very good subcontractors lined up. <br />Nelson stated that they would do a good job for the City and would work <br />with neighbors and the school to minimize impacts. He estimated the <br />project at 75 working days plus an additional 10 days for the 35E <br />intersection, and suggested that he could beat the timeline by 35 %. <br />Keis asked if the City has project details worked out with Ramsey County. <br />The Administrator reported that there is a verbal cost -share understanding <br />with the County, but the City has not received a written agreement. The <br />Administrator also noted that the County has not completed its review and <br />design of the work needed to add designated left turn lanes onto the Little <br />Canada Road Bridge, and if the project were delayed that work could be <br />included in the rebidding of the project. The Administrator pointed out <br />that the City had tried to get these turn lanes as part of the MN PASS <br />project, but MN DOT declined to include this work. <br />McGraw asked about the ability to complete the sidewalk work if the <br />project is awarded at this time. He noted that this project is an opportunity <br />to get this sidewalk connection completed. The Administrator indicated <br />that the issue is that sidewalk easements are needed on the south side of <br />Little Canada Road from the freeway to the St. John's property. He <br />indicated that the road project could be completed this year with the <br />sidewalk work completed next year, if necessary. The Administrator <br />noted that there are some challenges with the properties in question <br />relative to impact of the sidewalks on existing trees. Keis asked if there <br />were any easements needed from the Church. The Administrator stated <br />that sidewalk easements are needed and the turn lane and retaining wall <br />may also need easements. Again, it was noted that the sidewalks could be <br />added after the roadwork is completed. The Administrator also pointed <br />out that coordination issues with Xcel Energy could be another stumbling <br />block. <br />There was discussion relative to project impacts on St. John's School. <br />Nelson indicated that there will be a hard road surface available as utility <br />work is done, and a gravel surface available as the roadwork is being <br />done. Nelson stated that St. John's would have access available. <br />Blesener asked the County's position on whether or not the bid is <br />awarded.
