Q CT-25-90 T H U 1 5: 5 4 <br />MEMORANDUM <br />TO: File <br />FROM: Stephen Orittman <br />DATE: 27 September 1990 <br />RE: Little Canada - Budget 1991 <br />FILE NO: 758,09 <br />Following is a list of potential recommendations to the Council <br />on cost saving measures: <br />o Application Procedure. Set noon Tuesday as absolute <br />application date and accept applications only with full <br />documentation, <br />Savings: Avoids additional consultant expense tracking down <br />supporting documents, speculating on the eventual design of <br />a project, or potential alternatives. With earlier <br />submissions, both planning and engineering consultants can <br />program work to assure its most efficient review. Also <br />avoids speculation on Planning Commission and Council <br />approvals. Thus, less likelihood of a project requiring <br />extensive followup enforcement. <br />o NAC Review Process. NAC has organized its internal staffing <br />so as t allow "specialization" in certain client communities <br />by its senior and support staff. <br />Savings: This allows personnel assigned to a project to do <br />work most efficiently since they are familiar with the <br />community and the ordinance. <br />a Staff Meeting Scheduling. Weekly staff meetings have been <br />positive since they allow better communication and allow us <br />to visually inspect project sites. This permits greater <br />understanding of project, resulting in a better review and <br />avoids a special trip to do a site inspection. This only <br />works, however, then the submissions are in on time. <br />Council may wish to require staff meeting of an application <br />to avoid miscommunication, and to ensure proper submissions <br />are made. <br />Page 15 <br />
