MINUTES
PLANNING COMMISSION
OCTOBER 11, 1990
the future and Costa Lane can be extended to the north,
if the revised plat would have to come back to the
Planning Commission.
The City Planner replied that it would.
Herkenhoff felt that Costa Lane should go north rather
than to Vanderbie feeling that this would be in the
best long -range interests of the City.
Mr. Bendel recommended approval of the preliminary plat
of Costa Estates as submitted subject to the
recommendations of the City Planner as outlined in his
reports dated October 9, 1990 and September 10, 1990.
Motion seconded by DeLonais.
Motion carried 4 - 2. Herkenhoff and Drabik voted
against. Costa abstained.
BUILDING SIZE Mr. Jerry Carle, Groundskeeper, appeared before the
VARIANCE - Commission requesting approval of a variance for a
GROUNDSKEEPER building whose size exceeds the maximum 30% accessory
building size.. Carle reported that he has already
moved the building onto the property, but is not being
allowed to use it until he receives variance approval.
Carle reported that the building is 4 feet too long,
therefore, the variance is being requested.
DeLonais expressed concern that the building was moved
onto the property prior to the variance being granted.
The City Planner reported that he and the Building
Inspector met with the applicant on this issue and
informed him that an occupancy permit would not be
issued until a variance is granted. The applicant was
also informed that based on past precedent, a variance
was not likely to be granted. Mr. Carle had indicated
that because of time constraints he had to go ahead and
purchase the building and understood that there would
be no occupancy permit until either the variance was
granted or the building made to conform to Code.
Drabik asked if there were any code enforcement issues
at the site which should be addressed at this time.
The City Planner pointed out that when Groundskeeper
first went into operation, outdoor storage was only
allowed by conditional use permit. However, since that
time, outdoor storage has been made a permitted use in
the Industrial District. However, the Planner
Page 6
