MINUTES <br />PLANNING COMMISSION <br />OCTOBER 11, 1990 <br />CONDITIONAL <br />USE PERMIT <br />FOR SECOND <br />GARAGE -PETTY <br />LOT SPLIT & <br />VARIANCE <br />TIM MURPHY <br />Annette Petty, 763 Keller Parkway, appeared before the <br />Commission requesting approval of a conditional use <br />permit for a second garage structure in an R -1 area. <br />Petty reported that there are currently two detached <br />structures on the property. One is used as a garage, <br />and the other a storage building. Petty reported that <br />she would like to construct an attached garage, and <br />would agree to remove one of the existing detached <br />structures, preferably the storage building. Petty <br />pointed out that the property is quite large consisting <br />of 1.8 acres. <br />The City Planner stated that the attached garage would <br />be an improvement to the property and recommended <br />approval of the request provided one of the existing <br />structures is removed. <br />Drabik recommended approval of the Conditional Use <br />Permit requested by Annette C. Petty, 763 Keller <br />Parkway, for second garage structure in an R -1 District <br />subject to the removal of one of the existing detached <br />structures. <br />Motion seconded by Bendel. <br />Motion carried 7 - 0. <br />Mr. Tim Murphy, 2756 Keller Parkway, Maplewood, <br />appeared before the Commission requesting approval of <br />the division of the Archie Ducharme property located at <br />743 East County Road B -2 into two lots. Murphy also <br />requested approval of a variance since the newly <br />created lot would not have frontage on an improved <br />public street. Murphy explained that access to the lot <br />would be via a private blacktopped driveway that <br />currently serves the Ducharme lot as well as two <br />others. Murphy reported that the driveway is wide and <br />has the appearance of a road. Murphy reported that his <br />plans are to construct a house on the newly created <br />lot. <br />DeLonais asked who maintains the driveway. <br />Mr. Archie Ducharme replied that he maintains the road. <br />The road is 20 feet wide. <br />Drabik asked if there would be any problems with access <br />for emergency vehicles. Drabik pointed out a similar <br />situation in her neighborhood where division of the <br />property was denied because of access concerns. <br />Page 8 <br />
