OPPORTUNITY ANALYSIS <br />Having once established the zones in which adult uses are allowed <br />and subsequently having defined their geographic application, an <br />investigation can be conducted as to the area and opportunity <br />provided for adult uses. This provides the basis for the <br />separation provisions which are outlined in the General <br />Provisions section for adult uses contained in Exhibit A. To <br />reiterate, these separation concerns are only applicable to adult <br />uses classified as principal uses. <br />Table 1 which follows provides an initial basis for determining <br />adult use - principal use opportunity within the City of Little <br />Canada. Pursuant to concepts previously stated, the B -2 and B -3 <br />Districts have been first evaluated as to area as related to the <br />balance of the City, and secondly the allowed opportunity area as <br />related to the size of B -2 and B -3 zoned property. <br />TABLE 1 <br />CITY OF LITTLE CANADA <br />PROPOSED ZONING DISTRICTS <br />ALLOWING ADULT USE - PRINCIPAL <br />Total Acres <br />Acres B_2 + B =3 = Total City <br />City <br />Wide 2,880 0 259 259 9% <br />In general terms, the B -3 area provides adequate potential for <br />adult uses. This opinion is based upon a comparison to the U.S. <br />Supreme Court guideline provided by the Renton, Washington case. <br />The General Provisions of the proposed Zoning Ordinance text <br />amendment which is contained in Exhibit A do, however, provide <br />limitations on adult uses being located in proximity to one <br />another as well as between adult uses and activities judged as <br />sensitive to the secondary affects of adult use operations. The <br />map contained in Exhibit B identifies adult use opportunity <br />areas with the restricted distance from residentially zoned <br />areas. This separation factor is considered to be the <br />fundamental parameter defining the adult use opportunity within <br />the community. Exhibit B also illustrates the analysis <br />performed on evaluating the separation distancing. For the sake <br />of evaluation, distances of 300 feet, 500 feet and 700 feet were <br />considered. Table 2 which is provided below outlines the basic <br />opportunity land available for adult uses and calculations of <br />this land in relationship to the City as a whole. <br />4 <br />Page 84 <br />
