Landscape and Tree Preservation. With respect to existing trees <br />in new developments, all trees on the site are to be saved which <br />do not have to be removed for street, buildings, utilities, <br />drainage or active recreational purposes. Trees over six (6) <br />inches in diameter that are to remain, are to be marked with a <br />red band and be protected with snow fences or other suitable <br />enclosure prior to any excavation. The City may further require <br />that the developer retain a professional forester to prepare a <br />forest inventory and management plan for the development in order <br />to control and abate any existing or potential shade tree <br />disease. <br />Prior to construction, the developer or contractor must schedule <br />an on -site inspection with the Building Official to identify <br />significant trees to be removed. Significant trees shall be <br />defined as those existing trees of six (6) caliper inches or <br />more, as measured one foot above the existing grade level. All <br />such trees to be removed to accommodate the project shall be <br />tagged and catalogued by size. A landscape plan shall be <br />required to show replacement of the lost significant trees on a <br />100 percent caliper inch basis, up to a maximum 30 caliper inches <br />per acre of aggregate disturbed area. <br />The grading and tree preservation plan shows that trees will be <br />removed to extend Sunrise Drive and a large portion will be <br />removed to provide for the access road and to grade Lots 1, 2 and <br />3. The required landscape plan showing tree replacement will be <br />reviewed by the Park Commission for their recommendation. <br />Wetlands. Much of the western half of the parcel is located in a <br />protected wetland. To provide for adequate building pads on some <br />lots in Block 2, some of the wetland is proposed to be filled in. <br />Lots 4, 5 and 6 all require some fill to provide for adequate <br />buildable areas. <br />At the 18 October meeting of the Park Commission, several points <br />of concern were raised regarding this development: <br />1. Park Commission was concerned about filling some of the <br />wetland as this wetland system is important to Lake <br />Gervais. <br />2. As much tree cover as possible must be saved. <br />3. It is important to look at the soil conditions of this area <br />to make sure no problems will arise. <br />The DNR has been contacted concerning this proposal and they have <br />requested that the Watershed District review for their <br />recommendation and action. Because this development lies close <br />to and in a wetland, all grading plans shall be reviewed with <br />comment by the Watershed District. <br />3 <br />Page 18 <br />
