MINUTES <br />PLANNING COMMISSION <br />DECEMBER 13, 1990 <br />Herkenhoff stated that he would like to see some <br />figures on the effect of the TIF assistance. <br />The Planner pointed out that the issue is whether or <br />not the Planning Commission feels the development will <br />occur without the TIF. The Planner reported that the <br />developer is required to submit financial performas <br />showing the necessity of the TIF in order for the <br />development to be financially feasible. <br />Bachmeier reported that his research shows that without <br />the TIF assistance development of the site will not <br />occur in the near future. Bachmeier also reported that <br />he has a business interested in locating in Little <br />Canada. Bachmeier reported that the project is not <br />feasible without the TIF. Bachmeier stated that he <br />wishes no one had these sorts of subsidies, however, <br />they are available and he has to compete with other <br />developers who are getting them. Bachmeier also <br />pointed out that he is seeking the "Pay As You Go" <br />method of TIF, which reduces the risk to the City. <br />DeLonais pointed out that the area is secluded and <br />questioned the amount of benefit that existing <br />businesses will see since the project will be located <br />on the other side of the freeway. However, DeLonais <br />agreed that there would be a benefit if Little Canada <br />people are employed at the site. DeLonais agreed that <br />it might be a long time before the property is <br />developed if the Bachmeier project does not proceed. <br />Bendel asked if tree preservation issues are being <br />addressed. <br />The City Planner reported that the landscape plan will <br />be documented. The developer has already had a tree <br />survey done. The Planner stated that he will work with <br />the Building Inspector on the landscape plan and <br />replacement issues. <br />Pedersen recommended approval of the development stage <br />and final stage Planned Unit Development as well as <br />Preliminary Plat of the first phase subject to the <br />recommendations of the City Planner and with the <br />condition that any exposed area of the buildings be <br />brick facade <br />Motion seconded by Garske. <br />Motion carried 5 - 0. <br />Page 4 <br />
