MINUTES <br />PLANNING COMMISSION <br />DECEMBER 13, 1990 <br />SITE PLAN Mr. Jerry Kukk appeared before the Commission <br />REVIEW - requesting site plan review of his proposal for the <br />KUKK construction of a body shop at 83 and 89 West County <br />Road C. <br />The City Planner reported that the issue before the <br />Commission is that of use of major auto repair in a <br />business district. The Code currently restricts major <br />auto repair in the Industrial District. The Planner <br />pointed out that the Kukk's have a non - conforming auto <br />repair business in the B -3 District. The questions are <br />whether the site can be improved so that this use is <br />acceptable, and the impact that this would have in <br />other business districts in the City. <br />The Planner stated that it is his opinion that it is <br />possible to have a clean- operating major auto repair <br />business in a business district. However, there are <br />problems which come with such a business resulting in <br />policing issues. If the Commission feels the proposal <br />is doable, the Code needs to be amended to add the use <br />to the business district subject to various conditions. <br />Kukk reported that the business has been in existance <br />at its present location for at least 27 years. It is a <br />family business and since the death of his father he <br />and his three brothers are operating the business. <br />Kukk reported that they would like to put up a new <br />building and will fence the property. The business is <br />currently operating from a 2 -car garage. <br />Pedersen expressed concern about the impact of the body <br />shop on the single - family homes in the area. <br />The Planner suggested there would be no adverse impact <br />if the body shop is properly controlled, all activity <br />limited to indoors, and the building constructed in <br />such a manner to control noise. <br />Kukk pointed out that their proposal will improve the <br />looks of the area. Kukk stated that they propose to <br />construct a block building and will work with the City <br />on building design and landscaping. Kukk reported that <br />they would like to purchase the Krienke lot immediately <br />to the west, tear down the houses on the two lots and <br />build a body shop. Kukk reported that his family would <br />build and occupy single - family houses on the lots <br />immediately north, thereby being the residents living <br />next door to the body shop. If need be, they may be <br />able to purchase the Pierce property next door. <br />Garske stated that he had concerns with noise and <br />Page 5 <br />
