PUD Concept Plan: <br />Planned Unit Development is a three stage process of review. Its <br />intent is to encourage a higher level of development project <br />quality by allowing certain performance standards to be <br />negotiated between the City and the developer. This report will <br />review the primary issues raised in the concept plan stage <br />review. <br />.Land Use. The Planned Unit Development (PUD) District allows as <br />principal uses all uses in any of the other zoning districts in <br />the City. The proposed land use plan for this area shows office/ <br />business use over the entire parcel. The Bachmeier project <br />proposes a series of office /business park facilities meeting the <br />commercial use requirement. <br />Site Design. The proposal consists of six buildings, all of <br />which will utilize County Road B for access. The building sizes <br />range from 50,000 square feet to 24,600 square feet. The site <br />will be accessed by two driveways, one of which will be a public <br />street ending in a cul -de -sac. The remainder of the driveways <br />and circulation will be private roads and will exist via a <br />private drive onto County Road B to the west of the public drive. <br />The internal circulation concept is very good in that it appears <br />to segregate the parking areas and automobile traffic from the <br />loading areas. The building design is not specific enough to <br />show how the loading areas are designed so the distance between <br />buildings cannot be determined if it is sufficient or not. Curb <br />cuts are adequate distances apart from each other and from the <br />existing residential driveways. The public driveway is located <br />east of all residential driveways so as not to interfere with <br />their access. Review of more detailed plans will be necessary to <br />be sure that fire fighting equipment can efficiently access all <br />portions of the property. <br />Other Circulation Issues. The parking supply appears to be <br />roughly adequate for the projected building size and use <br />allocations. All the paved surfaces must be surrounded with a <br />perimeter concrete curb. <br />Existing Physical Features. The Comprehensive. Plan suggests that <br />this area should be developed in such a fashion as to retain its <br />naturally hilly character. <br />The site contains higher elevations around the perimeter of the <br />lot with a low area and a pond in the center. The building <br />layout is proposed along the perimeter elevations while leaving <br />much of the center low area as open space. Most of the lot is <br />heavily wooded. Due to the nature of this proposal, much of the <br />trees will be removed .during grading to make building sites. <br />3 <br />PAGE 46G <br />
