To preserve the existing character as much as possible, all <br />efforts must be made to preserve the existing vegetation and <br />elevations on all areas which will not be built on. Slope <br />preserving methods such as retaining walls should be used where <br />possible. The applicant should be aware that the Landscape <br />Ordinance requires tree replacement as defined in the specific <br />regulations. Full grading and drainage plans must be submitted <br />at development stage for review by the City Engineer. <br />.Access. As mentioned earlier, two curb cuts will be proposed on <br />County Road B. The applicant will be required to apply for <br />driveway permits from the Ramsey County Highway Department. The <br />County will review all plans and make any recommendations <br />concerning road improvements that may be required due to this <br />proposal. <br />Other Issues. <br />o Building Materials: All buildings in this area are subject <br />to the construction requirements of the Commercial District. <br />o Development Contract: All aspects of the project will be <br />controlled by a development contract which will include the <br />various plans. <br />o Parkland Dedication Fees: The Park Commission should review <br />and comment on the park fees related to this project. <br />SUMMARY <br />Our office would recommend that the concept plan presented be <br />given favorable review with the following conditions being part <br />of this review and being addressed at development stage <br />application: <br />1. Verification of parking supply at development stage. <br />2. Attention to preserving all existing vegetation and slopes <br />which do not have to be removed or altered for any <br />development purposes. <br />3.
