Recycling Update <br />November 26, 1990 <br />Page 3 <br />This is a brief list and overview of what the City is <br />facing in regards to recycling and organized collection. <br />The options we have at this time are: <br />1. The recycling could be put on the utility bills. <br />The City could take over the billing then <br />reimburse the haulers for the charges which puts <br />the City in the middle and takes on the added task <br />of collections. <br />2. The haulers will do the billing and take care of <br />collections thereby cutting out the middle man. <br />If people refuse to pay for the recycling, it <br />would be certified to taxes once a year along with <br />their garbage bill. <br />My recommendation at this time is that we turn over the <br />billing for recycling to the haulers and that the haulers <br />increase their service to the multi - family units up to <br />four- plexes and the larger multi - family units can work with <br />their hauler to get the recycling service instated for <br />their residents to decide what level of service they want. <br />I will have more information at the Council meeting.
