MINUTES <br />PLANNING COMMISSION <br />JULY 12, 1990 <br />Motion failed 3 to 4. Herkenhoff, Garske and Costa <br />voting in favor. DeLonais, Drabik, Bendel and Pedersen <br />voting against. <br />Garske suggested that the applicant discuss the access <br />issue with the City Engineer and City Attorney. <br />The City Planner pointed out that the City Engineer and <br />City Attorney will agreed that City standards for <br />street improvements should be adhered to. The Planner <br />pointed out that staff cannot make a policy decision to <br />not adhere to City standards in this instance. That is <br />a decision that the City Council will have to make. <br />REZONING The Commission reviewed the proposal to rezone the site <br />FIRE STATION of the City's new fire station from General Business <br />SITE District (B -3) to Public (P). There was no one from <br />the general public present wishing to comment on this <br />matter. <br />PRELIMINARY <br />PLAT - <br />GREEN VALUE <br />ADDITION <br />DeLonais recommended approval of the rezoning of the <br />new fire station site from General Business District <br />(B -3) to Public (P). <br />Motion seconded by Pedersen. <br />Motion carried 7 - 0. <br />Mr. Bill Chapman, representing Gale Rehnberg and Gordon <br />Swanson, appeared before the Commission requesting <br />preliminary plat approval of the Green Value Addition, <br />which is a single - family plat consisting of 11 lots. <br />Chapman described the area as well as the plat itself, <br />noting that no variances are being requested. Chapman <br />reported that a topography plan, survey and grading <br />plan have all been submitted. <br />Chapman reported that this plat was previously before <br />the City and was referred to the Park Commission. The <br />Park Commission recommended a 10% land dedication in <br />lieu of cash, and it is proposed that the 10% come from <br />the north end of the property. <br />Chapman pointed out that the plat also shows a 10 foot <br />easement from the street to the west that would provide <br />a walking access for residents on the street to the <br />City's nearby park land. <br />Chapman reported that all the necessary easements are <br />Page 7 <br />
