Fcc <br />Northwest Associated Consultants, Inc. <br />U R B A N P L A N N I N G • D E S I G N • M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Allan Hunting /Stephen Grittman <br />DATE: 9 July 1990 <br />RE: Little Canada - Fire Hall Rezoning <br />FILE NO: 758.09 - 90.51 <br />BACKGROUND <br />The City has acquired a parcel zoned B -3 on which they will be <br />building a new fire hall. Current B -3 zoning is not compatible <br />with the proposed use. In order to make the parcel's zoning <br />consistent with the proposed use, the City has two options to <br />follow. One option is to rezone this parcel P, Public /Semi- <br />Public District, the other is to add as a conditional use to the <br />B -3 District governmental buildings. This memo will address the <br />issues of both options and make a recommendation as to the most <br />practical choice. <br />OPTION 1. REZONING: <br />In order for the City to rezone this parcel it must show that its <br />development is consistent with (but not limited to) the following <br />factors: <br />1. The proposed action has been considered in relation to the <br />specific policies and provisions of and have been found to <br />be consistent with the Comprehensive Land Use Plan. <br />The Comprehensive Plan breaks down the City into 22 planning <br />districts (p.94). The parcel in question is located in <br />Planning District 14. District 14 is characterized as the <br />"Hub" for community recreation, civic, business and church <br />activities. Currently lands to the north and east are zoned <br />P, Public /Semi- Public District. The Comprehensive Plan also <br />states that this District should remain the Hub for civic <br />activities. Based on current surrounding zoning and <br />comprehensive plan strategies, a rezoning request would be <br />consistent with the Comprehensive Plan. <br />4601 Excelsior Blvd. •Suite 410 • Minneapolis, a g e 3 516.
