Ramsey - Washington Metro
MAY 2 4 1990
District
May 22, 1990
Bill Chapman, AICP
365 East Kellogg Blvd.
St. Paul, MN 55101
Re: Preliminary Plat, Green Value Addition
Little Canada
Dear Bill:
2785 White Bear Ave., Suite2lO
Maplewood, Mn. 55109
(612)779- 2207
Thank you for the submission of the preliminary plat for the Green Value Addition in Little
Canada. My review of the plat indicates that a Watershed District permit would be required. Our
other concerns are primarily for construction site erosion and sediment control. As indicated by
the grading plans, it appears that the entire site would not have to be altered to install the roads
and utilities. We would favor the installation of the road and utilities with minimal grading and
stabilizing the graded area with seed and mulch prior to constructon of homes. If this is not
possible, we would like to see rigorous erosion control practiced on the side to prohibit the export
of sediment off the development area. Our concerns would be primarily for the steep slope area
on the north and runoff to Lake Gervais from Little Canada Road. A silt fence should be
provided at the northerly perimeter of the graded area and a possible diversion to direct the runoff
away from the steep slope. There should also be some provision for erosion control and possibly
a temporary sediment basin at the south end of the site prior to discharge to the ditch or stow).
sewer at Little Canada Road_ Because of the long slope of proposed Green Valley Drive, a
significant amount of sediment could be generated from the site to Little Canada Road, which is
directly tributary to Lake Gervais. Please submit the proposed erosion control plan with the final
grading and storm sewer plans for the project
Thank you for submitting the development for our review. Please keep in mind that the district
meets on the first Wednesday of each month and permit applications are required two weeks prior
to the meeting date. I've enclosed a copy of the district permit, the erosion/sediment control
requirements, and the permit fee and escrow deposit requirements. If you have any questions,
please feel free to call me at the number above.
Enclosures
cc: Brad Lindeman
Page 52
Sincerely,
CliftonU.'Aichinger
