MINUTES <br />PLANNING COMMISSION <br />JULY 12, 1990 <br />Costa asked the alternatives if the road cannot be <br />improved. <br />The Planner replied that if the City wants to allow the <br />subdivision and a street improvement is not feasible, <br />then a variance from public street requirements would <br />have to be granted. <br />Drabik asked if there would be adequate access for <br />emergency vehicles. <br />The Planner replied that emergency vehicles would have <br />to back out of the property, which is not the best <br />situation. <br />The Planner pointed out that should the City approve <br />the variance request, it would be faced with similar <br />requests in the future. <br />The City Planner reported that his recommendation is <br />for deniel of the variance request because of the <br />precedent that would be set if it were approved. The <br />Planner felt that the property should be accessed via a <br />paved street. The Planner also reported that similar <br />requests have been denied in the past. <br />Stewart reported that he would be in favor of extension <br />of a cul -de -sac to serve the property, depending on the <br />cost. Stewart also addressed the concern of emergency <br />vehicle access by pointing out that the gravel driveway <br />would be wider than the paved road to the east. <br />Herkenhoff felt that a hardship existed because of the <br />high assessments for a road improvement. <br />Stewart asked why City maps show Rose Place running <br />through. 0 <br />The Planner replied that the street was platted 60 or <br />70 years ago before engineering studies were done. It <br />was later determined that the street could not go <br />through because of grades. <br />Stewart pointed out that Morrison Avenue is at a worse <br />grade than Rose Place would be. <br />The Planner pointed out that the City Engineer's <br />recommendation had been for a cul -de -sac from Savage <br />Lane, which would be less expensive than running Rose <br />Place through. <br />Page 3 <br />
