MINUTES <br />PLANNING COMMISSION <br />JULY 12, 1990 <br />DeLonais suggested that the Planner raise the issue of <br />the street improvement with the City Council. DeLonais <br />pointed out that other requests for property divisions <br />on unimproved streets have been denied. <br />Costa pointed out that there are other similar <br />properties in the City which have not caused any <br />problems. Costa felt that if the cost of running a <br />cul -de -sac in from Savage Lane was prohibitive, he <br />would not be in favor of denial of the property <br />division and felt access should be allowed via an <br />extension of the driveway serving 298 Rose Place. <br />Pedersen asked if the cul -de -sac would have to be <br />paved. <br />The Planner replied that it would have to meet City <br />standards, which include curb and gutter and paving. <br />Herkenhoff stated that he did not see the need for <br />paving given the little use the driveway would receive. <br />Stewart reported that the gravel road stops at his <br />property line, and he is only requesting an extension <br />of about 20 feet. <br />Herkenhoff pointed out that the burden of the <br />assessment would be on the Stewart and Buche <br />properties, which he believed would be a financial <br />hardship. Herkenhoff felt that if the property owners <br />were satisfied with a gravel road and agreed to <br />maintain that road, the variance should be approved. <br />Stewart pointed out that Buche is already maintaining <br />the road, and he would share this burden if the <br />property division is approved. Stewart stated that he <br />is not asking the City to assume responsibility for <br />maintenance. <br />The Planner reported that the concern is for access for <br />emergency vehicles. <br />Pedersen pointed out that there are other homes in the <br />City that have longer driveways than this one would. <br />It was estimated that the driveway to the Stewart home <br />would be 250 feet. <br />Costa pointed out that only blacktop would be required, <br />not utilities. <br />The Planner believed that utilities are already in <br />place. <br />Page 4 <br />
