Olson <br />Due to a number of recent complaints concerning ponding water in drainage <br />easements in the Thunder Bay area, John Palacio, Dave Harris, and I completed <br />an inspection of the area in order to identify the degree of the problem and <br />to initiate discussion for potential solutions. <br />The ditches drain to the north to existing storm sewer facilities and extent <br />within back lots approximately 400 feet north and south of Allen Avenue for 4 <br />blocks from Payne Avenue east to Greenbrier Street. <br />Generally, the grading of the ditch line is as good as can be expected consid- <br />ering that lots were graded randomly as lots were developed. However, water <br />is still ponding over the drainage way. Inspection of the area has produced <br />the following comments for areas as designated on the map enclosed. <br />Grading looks good but water still ponds. <br />Perforated pipe is needed due to flatness of grade. <br />Place grate on storm sewer intake. <br />All property owners in this area would benefit from placement of perfo- <br />rated pipe and regrading. <br />Ditch is not maintained. <br />High weeds choke drainage. <br />Perforated pipe is needed for complete drainage. <br />People could maintain the ditch if we get rid of the surface water. <br />Drainage ditch is pushed easterly to the Valento side <br />Payne Avenue was built first with lots built higher. <br />Extensive grading needed to correct the problem. <br />Silt from runoff has plugged the ditch. <br />Ditch is not maintained. <br />Page 1. <br />Page 88 <br />2335 West Highway 36 • St. Paul, Minnesota 55113 • 612 -636 -4600 <br />
