Northwest Associated Consultants, Inc. <br />U R B A N P L A N N 1 N G. • D E S . 1 G N . - M A R K E T R E S E A R C H <br />PLANNING REPORT <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: 10 July 1990 <br />RE: Little Canada - Stewart Lot Split /Variance <br />FILE NO: 758.09 - 90.46 <br />BACKGROUND <br />Mr. Tom Stewart is proposing to split a 100 foot wide by 215 foot <br />deep parcel along Rose Place. The applicant proposes to access <br />the parcel over a private driveway constructed in the Rose Place <br />right -of -way. This would require a variance from Subdivision <br />Ordinance: requirements for frontage on a City approved street. <br />The proposed driveway would travel over a similar driveway which <br />provides access to 298 Rose Place. <br />ANALYSIS <br />The proposed lot is well in excess of the size requirements for <br />R -1 District lots. The issues that are confronted in this <br />request regard construction of a house over the City sewer <br />easement and access to an unimproved, roadway. The applicant <br />states that he has been assured by previous City staff that the <br />lot would be buildable after the sewer was constructed because of <br />the depth of the pipe. This should be confirmed by the current <br />City Engineer. <br />With regard to the variance from improved street frontage, the <br />applicant is basing his request on the belief that the area <br />around the proposed lot will support no more development due. to <br />topography and soils. It should be noted that no engineering <br />study has been done to determine the possibility of a cul -de -sac <br />extension from Savage Lane.
