Paaebky <br />HMV? M Obon <br />We have reviewed soil boring work previously completed by Braun Engineering <br />Testing along Ryan Drive fronting the Stanske Property. It is recommended <br />within that report that any utilities placed within the Ryan Drive right of <br />way be placed upon piling due to underlying .peat material which ranges in <br />depth from 20 feet to 40 feet. The soil exploration report is included. P_ <br />copy of the report has been submitted to Mr. Stanske for his usage. <br />We have also enclosed a general water main location plan. Upon this plan it <br />is indicated that the existing water main extends east of Ryan Lane before <br />terminating. We were unable to locate any plan details descrihing the manner <br />in which existing water main in the area was bedded or stabilized. r <br />Mr. Stanske indicates that he is prepared to place the water main to his <br />building for fire protection but that he is concerned about the potential for <br />a watermain break beneath Ryan Lane and has requested that the City take <br />responsibility for that portion of the water line. <br />Typically, when a water main is to placed as a private line, the owner is <br />responsible for the maintenance of the utility. If a break occurs, the owner <br />is responsible to repair the break and also to repair the existing roadway and <br />other surface• elements to a condition as good or better than the pre -break <br />condition. <br />Based upon this information presented within the soils report, we recommend <br />that for the City to accept responsibility for the maintenance of -the water <br />main beneath Ryan Drive, the water main will need to be engineered and placed <br />upon piling. <br />Page 1. <br />Page 10 <br />2335 West Highway 36 • St. Paul, Minnesota 55113 • 612- 636 -4600 <br />
