Ramsey County Contract Cities Business Community <br />RE: Drive offs/ No pays - Suggestions for police reports <br />and prosecution requirements. <br />Dear Business Person, <br />The following is an update on the Ramsey County Sheriff's <br />Office policy pertaining to drive offs /no pays. This <br />letter will define the drive offs /no pays for you. It will <br />also state your minimum requirements necessary to be <br />present before a report will be taken by a deputy. It will <br />also make suggestions on how you can reduce losses. <br />The drive- off /no pay, is a term used for, a person who <br />comes to your station and pumps gasoline into his /her <br />vehicle and then leaves without paying for that gas. <br />Our analysis has shown that in the majority of these cases, <br />no vehicle or suspect identification is present, and dollar <br />loss amounts are very minimum. To successfully prosecute a <br />person for theft, we need to establish each element of the <br />crime. <br />Thus, to better utilize patrol resources, we are enacting a <br />$20.00 loss minimum before a report will even be <br />considered. Your personnel must also have a full vehicle <br />license number and it must match the registration, and they <br />must have suspect identification, including ethnic <br />grouping, sex, hair color, Height, weight, and clothing <br />description before a report will be accepted. <br />On losses less than $20.00 or without proper <br />suspect / vehcile identification, the deputy will give the <br />clerk the vehicle registration number and you may chose to <br />make follow -up contact on your own. No action will be <br />taken by the Sheriff's Office. <br />If you have problems with drive off /no pays, we suggest the <br />following. First that you have your customers pre -pay for <br />their gasoline. If this is not an option for your business <br />the following may be helpful as routine for your <br />attendants: <br />1. Get license numbers off of all vehicles fueling. <br />2. Don't clear pumps for sales if license plates are <br />missing, unreadable, or appear altered. <br />3. Note additional information on nervous or suspicious <br />customers. <br />Page 28 <br />
