The addition of the two new local streets necessitates a new lot <br />design. The design is now divided into four blocks; Block 1 <br />containing 14 lots, Block 2 containing 6 lots, Block 3 containing <br />4 lots, and Block 4 containing 20 lots. Corner lots have now <br />been created and so minimum lot requirements must be met for both <br />interior and corner lots. <br />DeSoto Street, as it exists here, is only a half improved 33 foot <br />right -of -way. The Subdivision Ordinance requires that local <br />streets must be at least 50 feet wide. Additional right -of -way <br />width must be acquired for DeSoto Street to meet minimum width <br />requirements. The additional width must be acquired prior to <br />final plat approval. <br />Grading and Utilities. A grading and utilities plan has not yet <br />been submitted to this office. These plans must also be <br />submitted to and reviewed by the City Engineer. Preliminary plat <br />approval will be contingent upon his review and comments. <br />Park Land Dedication. Subdividers as a prerequisite to approval <br />of a subdivision shall dedicate to the City or dedicate to the <br />public use, for park or playground purposes, for public open <br />space or trail systems, a reasonable part of the land being <br />subdivided or in lieu thereof a cash equivalent. The form of <br />contribution, cash or land, shall be decided by the City. <br />Cash contributions are payable at the time of building permit <br />application. <br />RECOMMENDATION <br />The developer was to provide for our review the revised plat and <br />grading and drainage plans for review. At this time, these plans <br />have been received. Based upon the preceding review of the <br />information given, our office recommends that the revised plat <br />(Exhibit C) be given preliminary approval so long as the <br />developer agrees to the changes made and abides by the conditions <br />listed below. If the developer does not agree to changes, then <br />we recommend that this plat be tabled until such time that the <br />City Staff can have adequate time to review an alternate <br />proposal. <br />Approval subject to the following conditions: <br />1. Plat is redrawn to reflect alternate design (Exhibit C) <br />showing two new local roads and reconfiguration of lot <br />layout and sizes. All lots must meet minimum size <br />requirements. <br />2. Temporary cul -de -sac easements be placed at each end of Noel <br />Drive. <br />3 <br />Page 38 <br />
