Block 1 contains 22 lots, all with the same dimensions of 83.6 <br />feet wide and 122.5 feet long. Lot area is 10,241 square feet. <br />Block 2 contains 26 lots all with the same dimensions of 84.6 <br />feet wide and 125.79 feet long. Lot area is 10,641 square feet. <br />All lots meet minimum requirements for lot area and width. <br />The plat shows existing structures on Lots 4, 5, 9, and 10 of <br />Block 1 and Lots 10 and 11 of Block 2.,.The houses on Lots 4, 5, <br />9, and 10 will remain while the pole building and garage on Lots <br />10 and 11 will be removed. Lot lines as drawn for Lots 4, 5, 9, <br />and 10 are drawn right through the existing buildings. These lot <br />lines must be eliminated so Lots 4, 5, 9, and 10 are combined to <br />meet subdivision requirements; Reconfiguration of lot lines <br />around existing houses must meet all current setback <br />requirements. <br />Access. Access to Costa Estates will be provided by Vanderbie <br />Street (existing) to the east, DeSoto Street to the west <br />(partially existing), and a proposed Noel Drive which runs <br />parallel to Vanderbie and DeSoto. <br />The proposed subdivision does not have access to the north or <br />south because it is contained within an existing block. There is <br />no through right -of -way to Allen Avenue to the north or LaBore <br />Avenue to the south. <br />To the south of LaBore Avenue, there is an existing section of <br />Noel Drive which is in approximate alignment with the proposed <br />section of Noel Drive. The proposed Noel Drive may some time in <br />the future become a through street and connect with existing Noel <br />Drive, but this would require gaining a right -of -way over the <br />additional lots south of Costa Estates which are not owned by the <br />applicant and therefore, has little control over this <br />possibility. <br />As the plat is drawn, Noel Drive dead ends at each end of the <br />property with no guarantees that it can connect with Alien Avenue <br />or LaBore Avenue. Therefore, our office has come up with an <br />alternative design showing two connector streets to improve <br />circulation (see Exhibit C). This design creates two access <br />streets to allow access to DeSoto and Vanderbie from Noel Drive <br />and thus eliminating the need for Noel Drive to become a through <br />street at this time. <br />If the required right -of -way cannot be acquired to make Noel <br />Drive a through street, then cul -de -sacs will be required at each <br />end to achieve proper turn around access. These may be shown as <br />temporary easements which can be released upon completion of <br />Noel Drive to LaBore and /or Allen Avenue. <br />2 <br />Page 37 <br />
