903.020.G. Required Screening, Landscaping and Site Work. <br />1. Where landscaping and /or screening is to be installed under <br />the provisions of this Ordinance, the party responsible for <br />the proposed actions must submit a detailed landscape plan <br />to the Zoning Administrator. Said plan shall identify <br />design, size, quantity, and type of all landscape elements <br />and materials, including, but not limited to, plant <br />materials, paving materials, areas of fill or excavation, as <br />well as site amenities such as sculpture, fountains, etc. <br />The plan shall be of sufficient detail so ;as to allow a <br />precise estimate to be made by a qualified landscape <br />contractor. <br />2. Project Value and Performance Security. <br />a. All projects under this Ordinance shall be accompanied <br />by at least one estimate from qualified contractors for <br />each of the following: <br />i) Building Project Cost. This estimate shall <br />consist of the cost of building construction, soil <br />correction, rough grading, and parking lot <br />construction and paving. <br />ii) Site Improvements. This estimate shall consist of <br />the itemized cost of site improvements including <br />plants, paving, irrigation, finish grading, and <br />other site amenities, not including parking lot <br />construction. <br />b. For any development other than single and two family <br />residential homes, the estimated cost of all trees, <br />shrubs, ground cover (not including grass or lawn <br />areas), site amenities such as sculpture or'fountains, <br />required screening, and the upgrade value of decorative <br />paving for walkways (over and above plain concrete) <br />shall equal no less than two percent (2.0 %) of the <br />building project cost from 903.020.G.2.a.(i). above. <br />c. The City shall be provided with a surety bond, letter <br />of credit, cash escrow, certificate of deposit, <br />securities, or cash deposit prior to approval of the <br />landscaping plan or initiation of work on the proposed <br />improvement or development. Said security shall <br />guarantee conformance and compliance with the <br />provisions of this section, and where applicable, the <br />conditions of the conditional use permit. <br />Page 61 <br />
