e. Projects with a cumulative estimated value for <br />subparagraphs 2.a.(i) and 2.a.(ii). of $500,000.00 or <br />more shall submit plans which have been prepared by or <br />under the supervision of and signed by a registered <br />landscape architect licensed by the State of Minnesota, <br />or other qualified party approved by the Zoning <br />Administrator. <br />3. Any screening required herein shall consist of a solid fence <br />or wall constructed of masonry, wood, or another material <br />suitable for the purpose and approved by the Zoning <br />Administrator. A chain link or cyclone fence with slats <br />does not constitute an acceptable screen nor qualify as a <br />solid fence. Such required screen shall not exceed eight <br />feet, except by written approval of the Zoning <br />Administrator. The screen may be lower than eight feet, but <br />no lower than that which will accomplish the required <br />screening effect. 'Screening shall not extend within fifteen <br />(15) feet of any street and shall be placed along the <br />property line or in the case of screening along a street, <br />fifteen (15) feet from the street with landscaping (trees, <br />shrubs, grass, and other planting) between the screening and <br />the boulevard. <br />4. Earth mounds, compact evergreen, or dense deciduous hedge <br />five (5) to six (6) feet in height, together with over and <br />under story trees or other plantings may be required in <br />addition to or in lieu of or in addition to other screening. <br />Where required, such landscaping shall consist of the <br />following: <br />a. Earth mounds not greater than four (4) feet in height <br />and shall not exceed a 1:1.5 slope. <br />b. Planting materials (at the time of planting): <br />Minimum Sizes for <br />Potted /Bare Root* or <br />Balled and Burlapped <br />Shade Trees <br />Half Trees (Flowering Crab, <br />Russian Olive, Hawthorn, etc.) <br />Tall Shrubs and Hedge Material <br />(Evergreen and Deciduous) <br />Low Shrubs (Evergreen and Deciduous) <br />2 inches dia. <br />1 -1/2 in. dia. <br />3 - 4 feet <br />18 - 24 inches <br />*Mode is dependent upon time of planting season, <br />availability, and site conditions [includes both <br />natural (soils, climate, groundwater, etc.) and man- <br />made (irrigation, grading, etc.) influences]. <br />5.
