Office of:
JOEL R. HANSON, Administrator
515 Little Canada Road
Little Canada, MN 55117
612- 484 -2177
FAX: 612- 484 -4538
CITY OF LITTLE CANADA
RAMSEY COUNTY, MINNESOTA
MEMORANDUM
TO: Mayor and City Council
FROM: Dave Harris, Supt. of Public Works
DATE: September 12, 1990
RE: Report on Recycling
The Ramsey County Master Plan calls for ending recycling
funding on December 31, 1990. On August 7 at the Ramsey
County Commissioner's meeting, they extended the deadline
until "dates certain" in 1991. What this means is the City
of Little Canada has to have a long term funding program in
effect when the County ceases to administer grant funds to
the City of Little Canada.
Although we will still be receiving funds for recycling,
Zack Hanson from Ramsey County Solid Waste and Recycling
Division has informed me that there is a possible cut of
36% of our funding for recycling programs in the City of
Little Canada in 1991. That 36 %, which comes from score
money and Met Council grants, will approximately be
$15,170. If we do not go to charging residents, this is
money the City will have to disburse just to stay at
today's level. Those funds which they will be cutting will
go into administrating new programs in cities that do not
have recycling at this point. The $15,170+ only covers our
funding for single family homes. At this point in time, we
do not recycle the multi - family units and we get no funding
from Ramsey County to subsidize the multi- family units as
they stated that it is an inequity in their system and
there is nothing they can do about it.
As you may know, on your 1990 tax statements, the residents
of Little Canada received charges of $21.58 per year on
single family homes and $14 per year on apartments and
multi - family units. For single family homes, duplexes,
tri -plex townhouses and condominiums, $13.43 of that $21.58
goes for funding recycling. $8.15 goes for administration
Page 16
MAYOR
Michael Fahey
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValle
