Mayor and City Council <br />September 12, 1990 <br />Page 2 <br />and education on hazardous wastes, recycling and solid <br />waste issues. With the apartments, who are charged $14 per <br />year, $8.71 goes for recycling programs and $5.29 goes for <br />administration and education. When you multiply out the <br />amount of single family homes, condominiums and townhomes <br />we have times $13.43, the County received $28,793.92 from <br />the City of Little Canada. For apartments it is 1,414 <br />times $8.71 which equals $12,315.94 for a total of <br />$41,109.86. This is money that the residents were charged <br />were for not meeting our abatement goals. The City of <br />Little Canada fell 20 tons short of its mandated goals for <br />recycling. The County believes that if we institute <br />recycling in multi- family units, we will not only make up <br />those 20 tons, but we will also increase our tonnage, <br />thereby eliminating this charge on the taxes. Below is a <br />chart showing charges by Ramsey County. <br />Single Family <br />2,144 units x <br />Apartments: <br />1,414 units x <br />Homes, Condominiums and Townhomes: <br />$13.43 /year = $28,793.92 <br />$8.71 /year = $12,315.94 <br />Total: *$41,109.86 <br />*In addition, Ramsey County charges taxpayers <br />administrative costs which total $24,953. The grand <br />total of these costs is $66,063. <br />The County gives the City $42,412 towards its recycling <br />program. Of this amount, $33,930 covers the recycling <br />itself and the balance is for administrative and <br />educational costs. It may seem that we receive more in <br />grant money than we give to the County, but our <br />multi- family units are paying these fees and not receiving <br />any benefits whereas the single family homes are being <br />subsidized. <br />At this point in time, I am still awaiting more pertinent <br />information from the County so that staff can make a formal <br />recommendation as to the direction the City should follow. <br />However, these are a couple of points for you to think <br />about. Multi- family units are being charged by the County <br />for recycling and receiving no benefit. In addition, long <br />term funding will have to be addressed in the near future <br />or the City will have extremely large expenditures to cover <br />the short falls of funds from Ramsey County (i.e. haulers <br />billing residents for recycling). <br />DBH:kpv <br />Page 17 <br />
