MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 1990 <br />requires the five foot setback. There are no <br />assurances that the property to the north will <br />redevelop, therefore, the Planner believed it important <br />to establish a curb line with some landscaping. The <br />Planner suggested that an asphalt curb would be <br />adequate which could be easily removed if the Fasciana <br />property is redeveloped. The Planner suggested that <br />the problem is the building size proposed is too large <br />for the parcel. <br />The Planner also pointed out that the parking proposed <br />is approximately 4 spaces below requirement. If the <br />building is down -sized somewhat, this should address <br />the parking concerns. <br />Brueggemann suggested that the northwest portion of the <br />building could be downsized somewhat to address the <br />Planner's concerns about the setback and parking. <br />Brueggemann suggested that he would work this out with <br />the City Planner prior to the Council meeting. <br />Pedersen recommended final Planned Unit Development, <br />Plan Review and Lot Split approval for the Kandice <br />Heights Commercial Park Phase II as presented by Loren <br />Brueggemann, LEB Development, subject to the <br />recommendations of the City Planner as contained in his <br />report dated September 10, 1990. <br />Motion seconded by Drabik. <br />Motion carried 6 - 0. <br />SINGLE- The City Planner reported that he has been contacted <br />FAMILY LOT by the planner for the City of Vadnais Heights. <br />SIZES Vadnais Heights is considering adding a single - family <br />zoning district called R -1A which would require 3/4 <br />acre lots and somewhat narrower streets. This has come <br />up due to concern over the potential development of the <br />Mitchell property on the northeast shore of Twin Lake, <br />a portion of which is located within Little Canada. <br />Vadnais Heights would like Little Canada to consider <br />creating a similar district in order to avoid a <br />conflict between the smaller and larger lots. <br />Costa asked if the City of Vadnais. Heights is <br />considering this zoning for only the Mitchell property. <br />Costa reported that his aunt owns property adjacent to <br />the Mitchell property, and she is opposed to having her <br />property rezoned. <br />Page 12 <br />
