MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 13, 1990 <br />assessed for the upgrading of Country Drive. <br />Frattalone stated that it was his understanding that <br />the property owners along Country Drive would be <br />contacted by the developer, however, his family has <br />never been contacted. <br />DeLonais replied that at all the meetings he attended <br />on the subject, it was pointed out that development <br />along Country Drive would occur in phases, and it was <br />anticipated that this phased development would occur <br />over the next few years. <br />Costa asked if the developer has begun negotiation for <br />the homes on the south. <br />Brueggemann replied that he anticipates beginning these <br />negotiations during the winter. <br />Frattalone felt it would be better to develop his <br />family's property before the property on the south. <br />DeLonais asked Brueggemann's committment in this <br />situation. <br />Brueggemann replied that there is no commitment <br />requiring him to develop all the phases that have been <br />proposed. The property owners are free to sell their <br />property to whomever they wish. <br />The City Planner pointed out that the City made the <br />area. a PUD so that if a phased -in development occurs, <br />the City could extend TIF on the various phases as they . <br />are developed. <br />Frattalone believed that a commitment was made when the <br />property was changed to PUD. <br />DeLonais suggested that the property owners address <br />these concerns to the Council. <br />Brueggemann stated that he has reviewed the Planner's <br />report and he has concern with the Planner's request <br />for a five -foot setback on the north. Brueggemann <br />reported that a certain building size is needed so that <br />enough TIF is generated for future assistance in <br />acquiring the homes on the north and south. <br />The City Planner pointed out that the area proposed <br />between the north side of the building and property <br />line is very narrow, and he anticipated maneuvering <br />problems.
