The <br />reason for this change is to avoid conflicts with the construction <br />process which could make voting difficult in addition to presenting <br />possible safety issues. <br />Pursuant to Minnesota Statutes Section 204B.16, the governing body of <br />each municipality shall designate by ordinance or resolution a <br />polling place for each election precinct. That designation shall <br />remain effective until a different polling place is designated for <br />that precinct. No designation of a new or different polling place <br />shall become effective less than 30 days prior to an election. <br />Some people have commented to me that the City may be required to <br />give mailed notice to each resident of the precinct regarding the <br />polling place change. In researching the Statutes, I do not find <br />that requirement stated. I do find a requirement for notice to <br />residents of a precinct if the precinct boundaries change. This not <br />being the case, I would not recommend a direct mailed notice to all <br />residents of the precinct. Rather, posted notice at City Hall and <br />published notice in our official paper and newsletter should be <br />adequate to address this need. Obviously, people who do come to City <br />Hall on election day will be given instructions to the new polling <br />place location. <br />Should the Council agree with this recommendation, a resolution <br />designating Little Canada Elementary School as a polling place for <br />the general election to be held on November 6, 1990 should be made. <br />I would also recommendation that this be a temporary relocation in <br />order that future elections will again be held at the City Hall.
