Easements. The preliminary plat depicts drainage and utility easements at the <br />perimeter of each lot. All easements are subject to review and approval of the City <br />Engineer. <br />Grading, Drainage and Utilities. All grading, drainage, wetland mitigation, and utility <br />plans are subject to the review and approval of the City Engineer. <br />outlot 8. The plat includes a large outlot, designated as "outlot B", along the eastern <br />edge of the plat boundary. This area consists of wetland and upland that is separated <br />from the remainder of the proposed plat, but abuts the rear yards of all or part of 7 lots <br />in Kohlman Lake Overlook, a plat in the City of Maplewood. The applicant had <br />discussed the potential of selling a portion of this area to the adjoining properties in <br />Maplewood. At this time, there does not appear to be a proposal to do so. Planning <br />staff is concerned about the creation of an outlot that has no access. The Subdivision <br />Ordinance does not permit the creation of parcels that are "remnants". This area should <br />be designed in such a way as to combine it with adjoining property, either within the <br />proposed plat (by extending proposed lot lines for Lots 6 and 7, or other abutting <br />property outside of the this plat. <br />Summary and Recommendation <br />The proposed preliminary plat is generally consistent with City policies for the <br />anticipated future development of the subject site with a few exceptions. Planning staff <br />recommends approval subject to the following conditions: <br />1. Resolution of detached garage on Lot 1. <br />2. Design and shape of the proposed ponding area. <br />3. Landscaping of the proposed ponding area and infiltration basin. <br />4. Conservation easement and markers at the wetland edge. <br />5. Resolution of the ownership and use of outlot B. <br />pc.
