Nssoa.NTCs <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: July 18, 2013 <br />RE: Little Canada Road Easements <br />There are several easements that we are in various stages of acquiring along Little <br />Canada Road and a summary of those easements and their purpose is as follows: <br />Electric Service to St. Paul Water Well <br />St. Paul Regional Water Service has been constructing some new wells within their <br />right -of -way through Little Canada over the last few years. One of these wells lies south <br />of Little Canada Road and north of Sextant Avenue. Xcel Energy originally submitted a <br />permit application last year to provide electric service to the well from the overhead lines <br />along LC Road. However this option would have required the addition of another power <br />pole between the old fire hall and the Northeast Residence building. As there was <br />discussion of eliminating the power poles along Little Canada Road we told Xcel to find <br />an underground service option. The most feasible option to eliminate the need for <br />another pole was to provide service from the electric box that feeds the Northeast <br />Residence building. This however required a new public drainage and utility easement <br />across the parking lot, which the City owns, and a small easement from the Northeast <br />Residence property, We have worked with Northeast Residence and they have granted <br />a public drainage and utility easement on their property to allow for the electric service. <br />The attached easement for the City to approve is to dedicate the necessary public <br />drainage and utility easement over the parking lot, which is City property. <br />TAU noatu <br />Sidewalk Easements <br />As we have discussed before, the construction of the sidewalk along Little Canada Road <br />requires some additional sidewalk easements from several properties. Due to the <br />difficulty in obtaining the easements from the properties between the Interstate and the <br />St. John's Church property the sidewalk in that area was deleted from the current project <br />and will be constructed in the future when all the easements are obtained. That decision <br />resulted in only two property owners that were required to grant easements for the first <br />stage of the sidewalk construction; St. John's Church and the Mandler property at the <br />intersection of Edgerton Street and Little Canada Road. <br />We approached the Mandlers with our easement request and two options for purchasing <br />the easement. Option one was for the City to pay for an appraisal of their property and <br />then pay for the easement based on the square foot costs determined by the appraiser. <br />The second option was to pay the owner the cost of the appraisal at this time and then <br />utilize the square foot cost that is determined by the appraisal of another residential <br />property along Little Canada Road.
