8. Shots should be taken at a reasonable distance and in a sportsmanlike manner that <br />will permit a clean kill. <br />9. Hunters must have a flashlight and a warning whistle within easy reach during entry, <br />egress, and while on stand. A cell phone is also recommended. <br />10. All hunters must use a fall restraint harness while on stand. Hunters also must utilize <br />a lineman's strap or climbing rope that attaches to the tree and to the harness, during <br />ascending and descending access operations. <br />11. Only Treestand Manufacturer's Association (TMA) approved stands/ steps are <br />acceptable. Use of any homemade stands /steps is prohibited for safety reasons. <br />12. Only buckthorn can be cut for shooting lanes. Cutting should be flush with the <br />ground. Shooting lanes should be minimized so that stand locations are not readily <br />apparent. <br />13. Entrails from deer taken during this hunt should be buried on site. <br />14. Only deer may be taken during special hunts. No other animals may be taken. <br />15. The Sculley Property hunters shall maintain a log of hunt dates and times, party <br />members, the number of deer taken by sex, the tag number registered with each deer <br />taken, and the number of unrecovered deer. This information shall be provided at the <br />conclusion of the hunt or within 24 hours after being requested by the City. <br />16. Hunters cannot track deer outside of designated Sculley property. If deer <br />retrieval is required outside of the Sculley property, the hunter must obtain <br />written landowner permission before tracking deer onto other properties. If <br />confrontations seem likely, then the Ramsey County Sheriff's Department shall <br />be contacted before pursuing recovery. The City shall be notified no later than <br />12 <br />
