18 April 1991 <br />Timothy Paulus <br />2990 Ontario Road <br />Little Canada, MN 55117 <br />RE: Thunder Bay Drainage <br />Area D <br />Raymond Hanson <br />Mayor <br />City of Little Canada <br />Dear Mr. Hanson: <br />I am writing in regards to the drainage issue in the Thunder Bay development. <br />You have designated my lot to be in Area D. I have the corner lot on the south <br />side of Allen Avenue and east side of Ontario(2990 Ontario Road). <br />I attended the neighborhood meeting on Wednesday, April 17th. I am writing <br />this letter to convey my views on this subject. <br />First, I do not feel any work on the south side of Allen Avenue is warranted. <br />This would include addresses 2960 to 2990 Ontario Road. Any work should be <br />concentrated from 3000 to 3036 Ontario. My lot(2990 Ontario) has no drainage <br />problems as long as the culvert under Allen Avenue functions properly. I would <br />not support any project that would include regrading my lot. <br />The corrugated metal pipe(CMP) under lots 3012„ 3018, and 3024 Ontario Road <br />should be removed and the entire stretch returned to open channel flow as <br />originally designed. <br />A CMP pipe was suggested as an alternative for drainage from 3000 to 3024 <br />Ontario. I suggest rejecting this idea. A 24" size pipe would be needed (This <br />would match the culvert under Allen Avenue). Material and installation cost <br />would run $20(from Mean's Cost Data) a lineal foot(LF). Another $5 LF would be <br />needed for excavation and backfill to a three foot cover. Keep in mind that <br />500 lineal feet of pipe will be needed. This amounts to a cost of $12,500 <br />without considering Contractor overhead and profit. Manholes and catch basins <br />would also be required to collect surface drainage on those lots. <br />I am also thoroughly and completely opposed to any realignment of the drainage <br />channel. This work would entail destroying trees thereby lowering property <br />value.
