During the review of Phases II and III, it became apparent that <br />there is a parking shortage for Phase I. The developer has <br />addressed this issue in Phases II and III by providing more <br />parking spaces. As the developer leases space in these <br />buildings, the number of parking spaces needed by the prospective <br />tenants must be taken into account so ample parking is available <br />once the building is leased out. Should a parking shortage occur <br />for Phases II and III, our office would like to see the developer <br />be required to provide a contingency plan for additional parking <br />should the need arise. <br />RECOMMENDATION <br />Based on the preceding review, our office would recommend <br />approval of the CUP for Northeast Contemporary Services, Inc. to <br />operate a training center for persons with development <br />disabilities in Phase III of the Kandice Heights commercial park <br />contingent on the following: <br />1. Only company vehicles designed for the transport of trainees <br />be allowed to park overnight on site. <br />2. The City Building Inspector review all plans for Code <br />compliance. <br />3. The City Engineer review plans in regards to City service <br />capacity. <br />4. The applicant apply for all necessary building permits. <br />5. LEB Development be required to provide a contingency plan <br />which would address and provide for additional parking if <br />needed for Phases II and III. <br />6.
