515 Little Canada Road
(612) 484 -2177
29111/14 `V aYlada
, Little Canada, MN 55117 -1600
/ FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: May 17, 1991
RE: Pawn Shop Ordinance
MAYOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Bill Blesener
Rick Collova
Jim LaValie
ADMINISTRATOR
Joel R. Hanson
Pursuant to direction by the City Council, I discussed a
pawn shop ordinance license fee and sale of fire arms with
the Sheriff's Department. The results of my conversation
are as follows:
* License Fee - One of the concerns with the license
fee relates to the cost of investigations of the
applicant. The Sheriff's Department informed me
that this is hard to put a handle on depending on
how detailed the investigation becomes and what is
discovered during the course of the
investigation. They informed me that on a routine
basis they will be required to conduct periodic
inspections of the pawn shop pursuant to State
Statutes. Their estimate of this part of the
investigation would amount to approximately 24
hours per year. The initial investigation of the
applicant including financial background was
difficult to estimate. For the purpose of
discussion we could state that the investigation
could consume ten hours time. The other issue
relates to the potential for calls for service due
to the nature of this business. It was the
statement of the Sheriff's Department that they
would expect calls for service to increase; but
again there are no hard numbers to back up this
claim.
Page 36
