Park Commission Members <br />May 16, 1991 <br />Page 2 <br />* The street proposed is 36 feet in width. Most <br />standard residential streets are 32 feet in width. <br />However, it has been recommended to increase the <br />width to 36 feet to accommodate the potential need <br />for on- street parking for certain events and for <br />safety measures. It should be noted that the <br />Council plans on restricting on- street parking on <br />both sides of the street for the majority of the <br />time. In the event of a tournament or other event, <br />it is possible that restriction could be waived to <br />accommodate additional parking. Mike Lynch has <br />informed me that the additional costs for the added <br />four feet in width on the street section is <br />approximately $15,000. This cost would be borne <br />entirely by the Park property. Your comments on <br />the need for the extra street width would be <br />appreciated. <br />In Mike's report, he estimates the assessable costs <br />per lineal foot for the street to be $71.51. Given <br />the fact that the Park has 945 lineal feet in <br />width, that would amount to a cost of $67,577. <br />However, he did not include the cost of the <br />easement acquisition of $51,030 in this <br />calculation. When this amount is added to the <br />estimated street costs, the assessable cost per <br />lineal foot increases to approximately $95. If we <br />assume that we have 945 feet of assessable front <br />footage and multiply it by the $95 per lineal foot <br />cost, that equals an assessment to the Park of <br />$89,775. To this amount, we must also add the <br />$15,000 for the extra street width which would <br />bring the total assessment to the Park to <br />$104,775. I believe this is the minimum amount <br />that would be assessed. <br />Another factor that must be considered is that Mike <br />based his assumptions on 2,854 total lineal feet of <br />assessible front footage. It is my estimation that <br />we will not be able to achieve that amount of <br />assessible footage. Therefore, if we assume a <br />lesser lineal footage amount, the total cost per <br />lineal foot to each assessible parcel will <br />increase. If we assume we only have 2,000 feet of <br />assessible footage, the rate per lineal foot to <br />benefitted property would be $135.40. This would <br />yield an assessment of just under $128,000 for the <br />Pioneer Park property. If you again add the <br />$15,000 for the extra width, the assessment would <br />be just under $143,000 for Pioneer Park. <br />Page 66 <br />
