MEMORANDUM <br />TO: Members of the Park Commission <br />FROM: Joel Hanson, City Administrator <br />DATE: May 16, 1991 <br />RE: DeSoto Street Improvements <br />As you know, the first phase of the Costa Estates plat <br />necessitates the development of DeSoto Street. Because <br />DeSoto Street fronts on Pioneer Park property, the City <br />must look at absorbing its fair share of costs associated <br />with the improvement of that street. Your input is needed <br />to help us evaluate how to best handle this process. <br />Attached is the pertinent material from the feasibility <br />study for this project as prepared by Mike Lynch of <br />Bonestroo, Rosene, Anderlik & Associates. Some key points <br />for you to consider in relation to this improvement are as <br />follows: <br />* The right -of -way proposed to be acquired from <br />Pioneer Park is 27 feet. Initially, we thought the <br />street right -of -way would be 50 feet, but upon <br />further review, Mike Lynch is recommending a 60 <br />foot right -of -way. (Note that this is less than <br />the 66 feet indicated in the feasibility study.) <br />In discussing this with Bill Sanders, he indicated <br />that provisions were made to allow for this 27 feet <br />to be deducted from the available Pioneer Park <br />property. In the developer's agreement executed <br />with the Costas, we have determined that the <br />acquisition price for this easement will be $2 per <br />square foot. That calculates to approximately <br />$51,030 to be paid for this easement. (945 lineal <br />feet x 27 feet in width = 25,515 square feet. <br />25,515 x $2 = $51,030) It should be noted that <br />while we will receive a credit for that amount as <br />part of the improvement project, the Park must also <br />pay its share of the cost of that easement as well <br />as part of the total street improvement costs. <br />Page 65 <br />
