MINUTES <br />PLANNING COMMISSION <br />MAY 9, 1991 <br />Garske asked how students are referred to the service. <br />Smith reported that most clients are referred by Ramsey <br />County Human Services as well as social workers. <br />Bendel asked if Northeast Contemporary Services was a <br />State - agency. <br />Smith replied that they were a private non - profit <br />agency licensed by the State. <br />Drabik asked if the proposal met the criteria for a <br />Conditional Use Permit. <br />The City Planner replied that it did, and there were no <br />conflicts with the Comprehensive Plan. The only issue <br />is that of parking, pointing out that there is a <br />long -term plan for additional parking if it is needed. <br />Smith replied that they have been provided with <br />sufficient parking for their staff. Clientele do not <br />drive. <br />Drabik asked if there were any times when parents might <br />come for a day. <br />Smith replied that there are occasional meetings that <br />parents attend, but no day -long programs. <br />Bendel asked if there was sufficient room for buses. <br />Smith replied that there was, but pointed out that 99% <br />of clients arrive at the site in 8 or 9 passenger vans. <br />DeLonais asked for comments from the general public. <br />Mark Malsam, Country Drive resident, asked about the <br />hours of operation. <br />Smith replied that the service will operate Monday <br />through Friday with staff hours being 8 A.M. to 4 P.M. <br />and client hours 9:30 A.M. to 3:30 P.M. <br />There were no other comments from the general public. <br />Mr. Herkenhoff recommended approval of a conditional <br />use permit for Northeast Contemporary Service to allow <br />a rehabilitation center providing job training for <br />disadvantaged and /or handicapped adults as a tenant in <br />the Kandice Heights Phase III building subject to the <br />recommendations of the City Planner as contained in his <br />report dated May 3, 1991. <br />Page 3 <br />
