MINUTES <br />PLANNING COMMISSION <br />MAY 9, 1991 <br />Becky Smith, representing Northeast Contemporary <br />Services, replied that they operate the same type of <br />program as DAC, however, do not have the same <br />clientele. <br />Herkenhoff asked if the company has any problems at <br />their current location. <br />Smith replied that at first there were some problems <br />with the ownership of the building, however, there have <br />been no problems whatsoever in the past 3 to 4 years. <br />Mr. Brueggemann reported that the firm would enter into <br />a long -term lease and that interior space would be <br />designed specifically to meet their needs. <br />DeLonais asked the timing of construction. <br />Brueggemann replied that he anticipates construction <br />would begin very soon on both Phases II and III. <br />Financing is currently being finalized. <br />Garske asked about supervision of clients. <br />Smith replied that staff to student ratio is about one <br />to seven. Not all students would be on -site since the <br />company has about 10 to 15 businesses where students <br />are placed. Students at the facility are supervised. <br />Smith explained that the business provides training and <br />rehabilitation to mentally retarded adults. About <br />one -third of students are placed at various businesses <br />in the cities. Other students do work on -site that has <br />been subcontracted from businesses. The facility also <br />provides recreational and leisure activities for <br />students, however, the main emphasis is employment. <br />Smith reported that the service is currently licensed <br />to serve 60, however, she anticipates that they will be <br />licensed to serve 70 to 75 in the new site. <br />Herkenhoff expressed concern for safety of students. <br />Smith felt that the new site was a better location than <br />their current location on 35E and Roselawn. Smith <br />reported that the service has not experienced any <br />problems at all. <br />Page 2 <br />
