MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 1991 <br />Welch reported that Gardner Bros. Homes will want to <br />put up a model home as soon as the final plat is <br />approved to begin selling the properties. Welch <br />anticipated that the final lift on the street will be <br />installed once 75 to 80% of the homes are completed so <br />that construction traffic will not break up the new <br />street. Welch agreed that only homes would be <br />developed on the site, pointing out that anything else <br />will require a rezoning of the property. Welch pointed <br />out that the access from the industrial park will be <br />used for construction traffic. After construction is <br />completed, the berm can be constructed over this area, <br />unless the City wishes to maintain the access with a <br />drive - through barricade for fire protection access. <br />Leo stated that the concern is to keep truck traffic <br />out of the neighborhood. Leo reported that under the <br />present situation there are trucks that occasionally <br />turn into the area trying to access the industrial <br />park. <br />Keis asked about the hardship that would justify <br />granting the variance for the cul -de -sac. <br />The City Planner replied that the Subdivision Code <br />allows cul -de -sacs longer than 500 feet with a variance <br />if there is no other reasonable alternative. The City <br />Planner felt that the discussion showed there was no <br />alternative in this situation that appears reasonable. <br />Keis stated that he personally liked the second outlet <br />and did not feel there would be many problems with <br />truck traffic through the neighborhood. <br />Carol Tomaszewski and Mary Ann Auge stated that they <br />were opposed to the second access and wanted their <br />neighborhood to remain as it is with no through access. <br />Garske recommended approval of the preliminary plat of <br />Yorkton Ridge West subject to compliance with the <br />recommendations of the City Planner as contained in his <br />report dated March 8, 1991, subject to the drainage <br />situation on the industrial property to the south being <br />addressed as part of the development of this property, <br />subject to retention of an easement for access to the <br />property, and subject to the developer providing water <br />and sewer stubs being provided to those properties on <br />Jackson Street without these stubs. <br />Motion seconded by DeLonais. <br />Motion carried 6 - 1.
