MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 1991 <br />Bendel asked how much fill would need to be brought <br />into the site. <br />Welch indicated that his surveyor has indicated that <br />there is a surplus of material on the site. <br />Carol Tomaszewski asked how much it will cost residents <br />of the area if Jackson Street needs to be upgraded. <br />DeLonais reported that there are no plans for the <br />upgrading of Jackson Street at this time. <br />Joe Fasciana felt it was foolish to upgrade Jackson <br />Street at this time until the other property in the <br />area is developed. <br />Welch pointed out that construction traffic for the <br />proposed development could be directed in from the <br />industrial traffic to keep this traffic off Jackson <br />Street. <br />The residents of the area reported that there is <br />demolition debris under the berm which will be <br />uncovered if the berm is moved. The Planning <br />Commission indicated that should that debris be <br />uncovered, the developer will have to deal with it. <br />Herkenhoff stated that his concern is that should the <br />developer have difficulty selling homes, he will come <br />back with another proposal for the property. <br />DeLonais pointed out that the property is zoned for <br />single- family residential. Any other type of <br />development will require a public hearing and rezoning. <br />Residents of the area would be notified if such a <br />proposal were made. <br />Gene Leo asked if some sort of restrictions could be <br />placed on the property so that the developer could not <br />develop anything other than single- family homes. <br />DeLonais replied that those restrictions are already in <br />place since the property is zoned R -1. <br />Fasciana asked if there were any assurances that once <br />the project is begun it will be completed. <br />Welch reported that Gardner Bros. Homes is buying the <br />property and will be developing it. <br />The City Planner pointed out that once the street and <br />utilities are in place, there are economic incentives <br />in place to get the project completed. <br />Page 9 <br />
