MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 1991 <br />Hellerman replied that there would be technical <br />problems since Cellular One currently has their <br />antennas on the City's water tower. <br />Malloy showed the search area that was used in <br />determining the best location for the proposed tower. <br />Malloy also pointed out the proposed location is zoned <br />business /warehouse and impact on residential homes in <br />the area is marginal. Malloy also pointed out that the <br />visibility of the tower will be limited. <br />DeLonais asked if the Highway Department has reviewed <br />the proposal. <br />Malloy responded that there is no need for Highway <br />Department review and approval of the proposal. <br />City staff reported that the Highway Department was <br />notified of the City's public hearing on this matter. <br />Keis expressed concern about setbacks to the tower <br />should there be a structural failure. <br />Malloy submitted a letter from the Pirod Company which <br />addresses the issue of tower failure, pointing out that <br />if the tower did fail it is designed to bend in the <br />middle. Therefore, although setbacks to adjacent <br />structures are less than 125 feet, the risk to these <br />structures is minimal. <br />DeLonais asked the width of the tower at the top. <br />Malloy reported that the tower is about 5 feet wide at <br />the top and 16 feet wide at the bottom. <br />Malloy suggested that he respond to the recommendations <br />outlined in the City Planner's report. Malloy reported <br />that he had no problems with the first three <br />recommendations and also informed the Commission that <br />the lease agreement for the tower would consist of four <br />terms, each term for a five -year period. Malloy asked <br />what the Planner's intent is with the screening he is <br />recommending. <br />DeLonais suggested that screening could be done along <br />the south side of the equipment building. <br />Malloy pointed out that the much of the area along the <br />south side of the building will be blacktopped, <br />however, he had no problem with landscaping and <br />screening to whatever degree possible. Malloy reported <br />that the intent is to retain any significant trees in <br />the area. <br />Page 4 <br />
