MINUTES <br />PLANNING COMMISSION <br />APRIL 11, 1991 <br />The City Planner reported that the purpose of his <br />landscaping recommendation is not necessarily for <br />screening, but to ensure that any disturbed areas are <br />sodded. <br />DeLonais felt that some landscaping will spruce up the <br />appearance of the equipment building. <br />Keis noted reference to a setback problem at the rear <br />of the property. <br />The City Planner responded that the setback issue does <br />not present a problem under the PUD. <br />Malloy continued his review of the Planner's <br />recommendations, noting that his letter from Pirod <br />Corporation responds to safety issues raised in <br />recommendation #5. Malloy reported that U.S. West had <br />no problem with recommendation #6, and agreed to <br />additional landscaping on the south side of the <br />equipment building as suggested by the Planning <br />Commission. <br />A resident of the area stated that he had a concern <br />with interference that might be caused by the tower. <br />Hellerman reported that U.S West has never had any <br />concern expressed about interference, and they <br />currently operate over 250 cells. Also, Federal Law <br />requires as a condition of their license that all <br />interference problems be resolved. Hellerman reported <br />that if there was a problem, it would be because of <br />faulty equipment, and U.S. West would take immediate <br />steps to repair or replace the equipment. <br />Garske stated that he saw no reason to deny the <br />application, however, he saw no benefit to the <br />community. <br />Malloy reported that police and fire departments, as <br />well as emergency services, are utilizing cellular <br />telephones more and more. Malloy felt there were <br />definite advantages to the City in terms of public <br />safety. <br />DeLonais reported that he had no objection to the <br />proposed location of the tower, pointing out that there <br />are trees 50 to 60 feet in that area. <br />Mr. Pedersen recommended approval of the amendment to <br />Planned Unit Development as well as Conditional Use <br />Permit to allow the addition of a 125 foot cellular <br />Page 5 <br />
