GENERAL RECOMMENDATIONS: <br />1. Background Investigation Fee could be charged up front to <br />off -set the expense of a background investigation, if <br />it is the intended plan to have us perform these investi- <br />gations. I will be assigning these background investigations <br />to General Investigations, as these checks are for the <br />sole utility of a contract city. <br />Liguor and Gambling License Applications background checks, <br />currently being done by SIU, should also be dealt with in <br />a similar fashion. A background investigative fee of <br />be mandated. These background checks are becoming numerous <br />and time consuming. Additionally, the Pawn Shop Ordinance <br />calls for financial investigation, which will take much <br />more time and training. <br />These fees could be placed in a separate account that <br />would allow General Investigation to purchase equipment <br />necessary to conduct the background investigations, and <br />any criminal investigations in these areas. <br />2. All owners, part - owners, or any silent partners, or stock- <br />holders names should be recorded on the license application. <br />Photographs should also be included. All should be <br />forwarded to the Sheriff's Department for investigation. <br />Additionally, any changes in the ownership structure of <br />the business should be reported immediately to the Sheriff's <br />Department. <br />SPECIFIC RECOMMENDATIONS: <br />1. Under 817.190 (F) - the term "reasonable" pertaining to <br />time for inspection should be changed to "During normal <br />business hours ". <br />2. Under 817.120 (c) - include the conviction of crimes for <br />felony theft, larceny, and fraud as persons who cannot <br />have licenses. <br />3. Under 817.190 - pertaining to maintaining records: <br />a) Add clause that requires the use of English language <br />to be used to keep records. Some have been known to <br />use foreign languages. Also remove the utilization of <br />word processors. Records could easily be changed <br />without a trace. A hard copy is much better for our <br />purpose. <br />b) Add "fully" in front of "accurate description" to <br />insure that all information is required.
