The site was originally provided with <br />public improvements and final graded by the developer. <br />Development of the individual lots were to be done by the lot <br />owners. As individual development proceeded in the district, the <br />original drainage pattern was disturbed and altered enough so <br />that it is now non - functional. <br />The City is proposing an amendment to the Thunder Bay Development <br />District to include land contained in Development District No. 1 <br />previously created by the City to enhance the drainage of the <br />area. <br />ANALYSIS <br />The original development district was approved with a finding of <br />fact that the intent and development of the district is <br />consistent with the Comprehensive Plan. The proposed amendment <br />must also be found to be consistent with the Comprehensive Plan. <br />The intent of the district is to provide for redevelopment of <br />residential property and provide additional housing <br />opportunities. The development district lies within Planning <br />District No. 9.
