District 9 <br />This neighborhood consists of many long, large residential <br />lots with home construction for the most part along the <br />streets bounding the district. As a result of this, there <br />is a very large semi - inaccessible undeveloped area in the <br />middle of the district. <br />Immediate action to acquire property for access into the <br />interior section of this district will ensure the future <br />developability of this section without necessitating the <br />destruction of any housing units. If such action does not <br />occur, the NSP right -of -way might possibly be used in <br />addition to its use as a trailway. Future development in <br />this district should be a continuation of the current <br />pattern, low density single family residential. <br />Development of the district has followed the District 9 <br />recommendations by providing access to and developing the large <br />previously undevelopable area in the middle of the district. Now <br />that drainage problems have occurred, the plan must be amended to <br />address this issue which is directly related to the residential <br />development of the area. Amending the development district to <br />address drainage issues related to residential development is <br />consistent with the Comprehensive Plan. <br />RECOMMENDATION <br />Our office recommends that the Planning Commission make a finding <br />of fact that the amendment to the Thunder Bay Development <br />District addressing drainage issues is consistent with the <br />original plan of the district and is consistent with the <br />Comprehensive Plan. <br />cc: Kathy Glanzer <br />Tom Sweeney <br />Page 14 <br />
