Hanson <br />Under separate cover I have submitted to you copies of charitable <br />gambling regulatory ordinances which have been adopted by some other <br />cities, as well as a brief report on how these cities handle the <br />licensing process. Also included are premise inspection check lists <br />used by the Cities of Minneapolis and Roseville, as well as a <br />research memo put out by the League on lawful gambling. <br />On Tuesday, August 6th, the City Administrator and I met with Roger <br />Voracek, Compliance Agent, State of Minnesota. At that meeting Mr. <br />Voracek informed us that the field work for the compliance audit of <br />the five charities operating at the Little Canada Bingo Hall had been <br />completed. As part of the audit, the State will do an investigation <br />of every employee of the Bingo Hall. This information will be <br />available to the City. However, if something is turned up on an <br />employee, the sanctions that the State can impose may be limited. <br />Voracek expected that the compliance audit would be completed and the <br />report available within the next two months. <br />Mr. Voracek was informed that the City is considering adopting an <br />ordinance regulating charitable gambling, and is interested in <br />observing what other cities do with regard to regulation. He pointed <br />out to us that the City has the authority to be more restrictive than <br />State Law in regulating charitable gambling. For example, the City <br />could prohibit any convicted felon from being employed at the Bingo <br />Hall, and the City can limit the amount of compensation for <br />employees. Voracek also indicated that it was his opinion that the <br />City of Minneapolis has the best procedures in place for regulation, <br />and felt it was advisable for Little Canada to observe their <br />operation. <br />Mr. Voracek indicated a willingness to meet with the Council on this <br />topic. <br />Page 59 <br />
